Voting Options
Voters in James City County may choose to vote in one of these three ways:
Early Voting in Person
This option is available to all James City County registered voters at the JCC Vote Center regardless your assigned polling place. The Vote Center is the ONLY designated location in James City County for early voting in-person.
An absentee ballot application is not used for early voting in-person. You will need to provide your name and address and present an acceptable ID.

The JCC Vote Center is the only designated location in James City County for early voting in-person.
Early voting in-person begins Friday, September 22, 2023.
You can vote Monday-Friday, September 22-November 3, 8 a.m. - 5 p.m. and the last two Saturdays before each Election, Saturday, October 28 and November 4.
Saturday, November 4 is the last day for early voting in-person at the JCC Vote Center.
The 2023 General Election is Tuesday, November 7, 2023.
If you change your mind and want to vote in-person after you have been mailed an absentee ballot, it is permitted. However, the process will take additional time.
Voters who change their mind about absentee voting by mail have two options, only available at the JCC Vote Center during the early voting period.
- If you have your ballot, you will be asked to surrender your blank, unopened ballot packet to the Precinct Chief. You will be required to complete necessary documentation and receive a new ballot. An ID is required.
- If you do not have your ballot, you will need to complete a Statement of Voter SBE-708 form. You will be offered a provisional ballot. This will ensure that there is only one ballot per person. Provisional ballots are reviewed and counted at the Canvass by the Electoral Board after noon on Friday after Election Day.
Absentee Voting By Mail
Absentee voting by mail is available to all James City County registered voters who wish to vote an absentee ballot by mail. A completed, signed, submitted absentee ballot application is required for this method.
Before applying online for an absentee mailed ballot, check your voter registration status to make sure it is up-to-date.
Apply for an absentee ballot by mail ONLINE through the VA Department of Elections. You will need the following information to complete this request:
- Full Social Security Number
- Virginia Driver's License Number
The online application process uses your digital signature from DMV records, that is why the Social Security Number and Driver's License number are required. For additional information, please visit the Virginia Department of Elections website or call 757-259-4949.
Friday, October 27 is the last day to request an absentee ballot to be mailed to you. Absentee ballot applications must be completed online no later than 11:59 p.m. on October 27, 2023.
Complete a VA Absentee Ballot Application Form on your computer, print it, then mail it to the address below. Or print a blank application form, complete it legibly, then mail it to the address below. All applications must be signed and dated. Review your application carefully before submitting to this office.

Friday, October 27 is the last day to request an absentee ballot be mailed to you. Applications must be received at the JCC Office of Elections by 5 p.m. on October 27, 2023.
To use this form, you must already have selected the “Permanent Absentee Option” on the “Virginia Absentee Ballot Application Form.” You may use this form to change where your ballot is sent for an election, change the political party primary ballot you receive for one election, change the political party primary ballot you receive for all primary elections or cancel your permanent absentee voter status.
Mailing your absentee ballot through the United States Postal Service:
- Use the orange and white pre-addressed, postage-paid, return envelope that was included with your ballot packet
- Mailed ballots must be postmarked no later than Election Day and received at the JCC Office of Elections not later than noon on the Friday after the election. (Except when Veteran’s Day falls on a Friday, then the deadline is noon on the Monday after the election)
Returning your absentee ballot with a commercial delivery service (FedEx, UPS, etc.):

Hand-delivering your ballot:
- Prior to Election Day you can bring your ballot to the JCC Office of Elections, 4095 Ironbound Rd., Williamsburg, VA 23188.
- There will be a ballot drop box located inside the main entrance, available 8 a.m. - 5 p.m. ,Monday-Friday, beginning 45 days prior to Election Day, and through 7 p.m. on Election Day
- During presidential elections there will be additional ballot drop box locations available
- Please use the orange and white, postage-paid return envelope, even if you are putting it in the drop box! This will ensure you will receive your voting credit
- Voters may drop off their own ballot, or the ballot of another voter into the ballot drop box
- On ELECTION DAY, you can drop off your ballot at any of the JCC Polling Place Locations
- Hand-delivered ballots must be received by 7 p.m. on Election Day
If you no longer want to receive absentee ballots in the mail:
Complete a Request to Remove Name from Permanent Absentee Voter List on your computer, print it, then mail or hand deliver it to the address below. Or print a blank form, complete it legibly, then mail or hand deliver it to the address below. All forms must be signed and dated. Review your form carefully before submitting to this office.

Election Day
Voting on Election Day is available to all registered voters in James City County who wish to vote at their assigned polling place on Election Day. Voting at the JCC Vote Center on Election Day is not an option unless it is your assigned polling place!
An ID is required.

Election Day Hours are 6 am to 7 pm at every polling place in Virginia.

- Each polling place is wheelchair accessible
- Curbside voting is available for those who are 65 years old or older, or any person with a physical disability
- Each polling place has magnifiers available for voters to use
- Each polling place posts a phone number to call if assistance is needed
- Each polling place is equipped with a ballot marking device inside that is designed to provide voters with disabilities the opportunity to vote unassisted
Voters are also entitled to ask for assistance. If you need assistance, you may ask an election officer for help, or you may bring an assistant with you. There are some restrictions on who may assist you.

Virginia Law requires all voters to provide an acceptable form of Identification at the polls. Voters without acceptable ID must sign an ID Confirmation Statement or vote a provisional ballot. You no longer need a photo ID.
Acceptable forms of ID include the following:
- Virginia driver’s license
- Voter confirmation documents you received after you registered to vote
- United States passport
- Employer-issued ID
- ID card issued by the US, Virginia, or a local Virginia government
- Student ID issued by a U.S. school of higher education or a public or private high school in Virginia
- Virginia Voter ID card
- Current utility bill, bank statement, paycheck, government check, or other government document with your name and address
If you forgot your ID on Election Day, you can sign an Identity Confirmation Statement or vote a provisional ballot in the polling place. Provisional ballots are reviewed and counted at the Canvass by the Electoral Board after noon on Monday, November 13.

Voters who change their mind about voting absentee ballots by mail and want to vote in-person on Election Day have the following options.
- If you have your ballot,
- You can surrender your blank, unopened ballot packet to the Precinct Chief at your assigned JCC polling place. You will receive a new ballot to then vote in-person.
- Or you can vote your absentee ballot, place it in a completed Envelope B, then into the orange and white, postage-paid return envelope and place it in the ballot drop box at any JCC polling place.
- If you do not have your ballot, you will need to complete additional paperwork, then you will be offered a provisional ballot. This will ensure that there is only one ballot per person counted. Provisional ballots are then reviewed and counted at the Election Canvass by the Electoral Board after noon on the Friday following the election (except when Veteran’s Day falls on Friday then it will after noon on the Monday following the election).
If you received an absentee ballot in the mail but no longer want to be on the permanent absentee ballot mailing list:
Complete a Request to Remove Name from Permanent Absentee Voter List form on your computer, print it, then mail or hand deliver it to the address below. Or print a blank form, complete it legibly, then mail or hand deliver it to the address below. All forms must be signed and dated. Review your form carefully before submitting to this office.
